YUP and I am laughing, but only because something similar happened to me. After I took everything apart and went to put it back together. I picked that piece up and said where the hell does that go! It goes on the left side where the memory stick is. It only fits in one way and the hole at the top is a screw from the motherboard I think. The little notch on the other end slides up against a little plastic stub.  I can't tell you the exact location, as the parts are not  that familiar to me. I will have to let the zombie explain in detail and he may even have a picture for you.

On another note since you are doing the laser drive replacement, make sure you remove the solder dot on the orange ribbon cable. See the umd not recognized in the forum section for PSP. I put my all the way back together and then read about that.

Are you sure you have the power switch seated properly? Check the cable connection 1, 2 in this picture.

If you still cant find anything wrong try taking it apart and putting it back together.
